As usual, here is the latest news from the world of HR on Monday. This time: the ‘Clear Earnings’ Act has been signed by the President, a proposal to loosen requirements regarding form of employment contract, State Labour Inspectorate (PiP) code of good practice flagged, and the latest data on average wages.

The ‘Clear Earnings’ Act signed by the President

The President signed a law introducing pay transparency mechanisms at the recruitment stage on Wednesday, 18 June. The most significant element of the Act is the obligation for employers to inform job applicants about the salary they propose to offer for a respective position - as a general rule in the job advertisement, if published.

The Act is expected to come into force six months after the date of publication (and therefore most likely in the second half of December 2025).


Will we conclude employment contracts using a trusted profile?

We have written on our portal about plans to introduce a central HR and payroll system, which would allow for electronic conclusion of employment contracts and commissioning contracts, as well as the storage of documentation, calculation of leave or determination of tax dues.

However, the Lewiatan Confederation, which represents employers’ interests, proposes that the Labour Code should concurrently be changed concerning the requirement for employment contracts to be in writing. The change would involve allowing the use of a trusted profile or personal signature to conclude an employment contract, regardless of the use of the new system. This would allow those employers who already use their own HR and payroll systems to better adapt to market realities.


Chief Labour Inspector announces code of good anti-mobbing practice

As we have already reported, the Ministry of Labour is currently drawing up a legislative amendment that is expected to impose additional obligations on employers in relation to anti-mobbing practice. The Chief Labour Inspector announced that PiP is to prepare a code of good practice for employers next year. This is expected to include positive models for nurturing a violence-free work environment. The document may make it easier for companies to prepare for the new regulations.


Statistics Poland publishes comprehensive 2024 earnings data

Statistics Poland has announced that average gross monthly earnings in the national economy in Poland in 2024 were PLN 8,181.72 and had increased nominally by 13.6% compared to 2023 (an increase of 0.5 percentage points higher than in 2023 compared to 2022).

Average gross monthly earnings varied significantly by sector (by statistical classification of economic activities). In 2024, this ranged from PLN 5,516.44 in 'accommodation and catering' to PLN 13,459.50 in the 'information and communications' sector.
