Collective disputes on the decline – what do the PIP figures for 2025 show?

The number of collective disputes in Poland is steadily declining. The latest report from the National Labour Inspectorate shows that 220 collective disputes were reported in 2025. This is 9.5 per cent fewer than the previous year and nearly a third fewer than two years ago.

The data indicates that the parties to employment relationships are increasingly seeking to reach agreement before initiating formal collective dispute proceedings. This trend is confirmed by a marked decline in the number of disputes concerning working conditions (down by 32 per cent) and pay (down by 22.5 per cent).

Experts suggest that that could be the result of growing negotiating experience of trade unions and the increasingly frequent use of preventive mediation, which permits conflicts to be resolved before a dispute is formally initiated.

A different trend is evident in disputes concerning social benefits. This is the only category in which the number of disputes has increased. In 2025, 41 such disputes were recorded, which is nearly 50 per cent more than in the previous year.
