Revision of the National Recovery Plan: Reform of the State Labour Inspectorate instead of social security levied on all civil law contracts

The European Commission has approved the Polish government’s proposed changes to the National Recovery Plan. As part of the revision, the requirement to levy social security contributions on all civil law contracts (contracts of mandate, specific task contracts) has been replaced by a plan to reform the State Labour Inspectorate.

As part of milestone A4.7, the government has made undertakings to, among other things, equip the State Labour Inspectorate (PIP) with administrative decision powers to convert improperly concluded civil law contracts into employment contracts, and to at least double the maximum fines which inspectors may levy in penalty notice proceedings. An increase is also planned for PIP’s budget.

The reforms should be in place by 30 June 2026.
