Ministry provides tools to implement pay transparency within organisations
The Ministry of Labour is preparing a bill which will comprehensively implement the provisions of the EU Pay Transparency Directive into Polish law. In accordance with the objectives of the bill, which we wrote about on our portal, it will be the duty of every employer to assess jobs using at least four criteria: skills, effort, responsibility, and working conditions. The ministry has prepared two instruments to help implement the obligation, in particular, for small and medium-sized employers (although the instruments are intended to all organisations).
Firstly, a handbook named Guidance for assessing and comparing the value of work according to the four criteria adopted in Directive 2023/970 has been published, after being prepared in cooperation with the Central Institute for Labour Protection - National Research Institute. The step-by-step guide presents an exemplary method for assessing jobs in an organisation and permits the division of positions and functions into categories using objective, gender-independent criteria. An employer can use it, although it will not be mandatory - the choice of an appropriate method will be left to an employer.
In addition, the ministry has prepared an interactive tool in the form of an Excel file in which an employer, after entering the relevant data, can assess jobs by using the proposed method.
The ministry emphasises that the published materials are only preliminary proposals and could change in the future. Until 9 January 2026, comments and suggestions on the tools can be submitted to the e-mail address provided on the ministry's website.
